Théoneste Bagosora
4.1 Théoneste Bagosora was born on 16 August 1941, in Giciye commune, Gisenyi préfecture, Rwanda.
4.2 During the events referred to in this indictment, Théoneste Bagosora held the office of directeur de cabinet in the Ministry of Defence. In his capacity as directeur de cabinet in the Ministry of Defence, Théoneste Bagosora managed day-to-day affairs in the absence of the Minister of Defence.
4.3 In 1964, Théoneste Bagosora graduated from the Ecole des officiers in Kigali with the rank of 2nd lieutenant; he received a certificate in advanced military studies from France's staff college. He exercised successively the functions of second-in-command of the Ecole Supérieure Militaire in Kigali and of Commander of Kanombe military camp, before being appointed directeur de cabinet in the Ministry of Defence in June 1992. Retired from the Rwandan Army on 23 September 1993, he nonetheless continued to hold the office of directeur de cabinet in the Ministry of Defence. He was still directeur de cabinet on 6 April 1994 and remained in that position until he left the country in July 1994.
4.4 His rank, his office and the personal relations he had with the commanders of the units that were the most implicated in the events referred to in this indictment, and the fact that they were from the same region and shared the same political beliefs, gave him authority over those persons and over members of the militias, given the regionalist context in which power was exercised in Rwanda.
